In tonights game the opposing runner on third was struck by a batted ball on the foot as he was standing on the base. The play was called a foul. My understanding was the runner should have been called out, and the batter would have a chance to advance to first as the ball is in play. What could have been the third out was deemed to be a foul and the inning continued to become a mercy rule inning for the opponent. What is the correct ruling? |
Rule 8 sec 8 "J" baserunner is out when struck with a fair-batted ball in fair territory while "OFF" the base and before it passes an infielder, excluding the pitcher. effect the ball is deal and the baserunner is out and other baserunners must return to last base legally touched at the time of the illegal action. Batter runner is awarded first base. So to answer your question the ball is dead, the runner is not out as they are on the base when the ball hit them, and batter baserunner gets first base. |

Being as some parks are now a single as per GT League Specific Rules after the 2 max. home run rule when a single is called do all base runners advance 1 base or only if forced, and would the runner from 3rd be allowed to score if no force is in effect. The NSA rule states the base runner may only advance if forced. |
For GW, l/House and Hornby, anything after max 2 is an out and baserunners do not advance. TSP and Gellar over max 2 is a single and all baserunners ONLY advance one base if forced per NSA rules. |

Preface this by saying the umpire was great in this game and handled it well.
Two outs, runner on 1st. LHH pulled a ball (fair) down the 1st baseline (1st baseman wouldn''t have been able to make a play) and hit the baserunner who jumped and was technically off the bag when struck with the ball.

I was called out at home this week. The umpire told me I was out because my trailing foot had not crossed the line at home plate. My understanding is that as soon as my front foot touches the ground fully across the line, I am safe. Can you please clarify this rule. |

We have had two interpretations of a rule that I would like to clarify regarding an outfield assist at first base.
Ball hit into the outfield and fielded by an outfielder on the grass. Thrown to first and the batter is out.
Two times earlier in the season this same play was called as NOT out due to a rule NOT allowing outfielders to throw runner out at first.
Can you please advise which of these scenarios are correct.

There are 2 questions here: First, Infield Fly, The ball is live and runners may advance at the risk of the ball being caught or retouch and advance after a fielder touches the ball.Second, Intentionally dropped ball, Sec. 9 RULE 7
THE BATTER IS OUT:

4 ladies and 9 guys
Each Inning , 3 ladies field and 7 guys. So 1 lady and 2 guys sit each inning.
The primary pitcher is sitting, allowing the back up pitcher to pitch. The back up pitcher needs to be relived in the middle of an inning.
Can the primary pitcher who is sitting replace the back up pitcher on the mound, and the back up pitcher goes and sits?
Or does it have to be a player who is on the field who replaces the Current pitcher?

Rule 8 Baserunning Note:1
If the first play is at first base, either from the infield or outfield, a baserunner will be called out for touching the white or inside portion of the base. If the play is not to first base, the inside base may be tagged in a continuation toward second base. The baserunner running toward first base may cross over to the white or inside portion of the base to avoid a collision if a wild throw occurs. The white or inside portion of the base will be used by the batter-baserunner if attempting to get back to first base.
But we also have to look at the play as described by you in the example, when a defensive players is making at play at 2nd or 3rd, and they may at times have a portion of their foot on the bag, but we still call the out or safe, so why would this be any difference, they are touching some portion of the white part of the bag. |

Just wondering what the official rule is when a player has to the leave the game part way through, do they automatically count as an out if the player is male and there are still enough female players? In our specific situation there was 15 players on the roster and after the 5th inning one of our male players had to leave. There was still no more than 3 male players batting in a row and in the past we''ve just skipped over that player for the rest of the game. The GSL constitution only indicates if a female leaves it counts as an out unless they substitute in. The NSA rules are also not clear and only indicate in the case where there are 10 players and one has to leave. We had 15 so more than enough to fill every position. Thanks in advance! If he does count as an out, can we use the substitution rule for that male player as well? |
Under emergency personnel clause c: Any other course of action as mutually agreed between the teams. All applications of the emergency personnel clause should be clearly indicated on the score sheet. So in this case if you inform the umpire and the other team that you have a player leaving the game early then you skip him in the batting order. The NSA rules differ in that you would have to use a substitution for any player leaving the game. Hope this helps .. Kim |

Runner on first base. Batter hits the ball to the first baseman and they "tag" the runner out between first and second. If the umpire does not have a clear view of a play, what should his call be? He admitted to not actually seeing the tag. Should the call be out or no call at all? According to the first base coach and runner, there was no tag, the glove was not even close to touching them. |
In this case the umpire didn''''t see the tag applied, so therefore the assumption is that no tag was made, runner is safe. In a two man system the base umpire has a much easier chance of seeing this play, and while it''''s not ideal situation a call has to be made.. you can''''t have a "do over" at bat, so he called safe based on that fact he didn''''t see the tag applied. The coach and first basemen of course are going to have the best advantage to see this then the umpire no matter how fast they try and get out from behind the plate. But that being said all umpires see things differently then others, and it comes down to a judgment call. If you would like to PM me what game it was, I can discuss it with the umpire in question. |

Homerun Rule - Team A is 2 Homeruns up. Team A has runners at 3rd and 2nd. The batter hits the ball out of the park. Due to the 2+ rule, he is awarded 1st base and not a homerun. Since there is no force movement of players. Do the runners at 3rd and 2nd both get a base, as the batter was awarded a single or does it have to be a force to move the runners? |
Steve, the correct way this should be called is the runners only advance "if forced" as per the NSA Rule book, but I''ve been told this hasn''t been the case in the league and as such it''s always been everyone moves up a base regardless if forced or not. which is unfortunately how the league wishes it to be called for the remainder of the season. We have been told previously that if momentum carries the fielder out of play on a close ball, there is no advancement but if they jog out with it when there was room to stop, bases are awarded. Just looking for clarification, seen it called differently.

Bottom of the ninth , two out . runners on second third , score tied. Can the pitching team intentionally walk a batter without even throwing a single ball? Just tell him to go to first automatically to set up the force play at every base. Pitchers have trouble finding the plate and players jump out of the box or in front of the plate all the time . If purposely thrown off the plate to cause a walk , player could jump to hit it casing fielding team to have to make a play in which an error could have been caused and the runner to score from third to win the game. Obviously smart to do as the pitching team to preserve the tie at least , but is it legal? |

In a recent game, a player slid into a base and injured their shoulder, what appeared to be pretty severe. The play was ruled dead, pinch runner allowed, etc. Immediately players from both teams came to help, but the umpire stayed behind home plate and took no control of the situation. Both teams were excellent at assessing the situation and making the right moves, with little to no input whatsoever from the umpire. What are umpires told to do when there is an injury on the field? in regards to the 7th question on the list (batting out of order). mixed game, two guys bat, girl is missed, nobody notices, next batter hits and is male, so far ok, now we have skipped the female and moved one spot down the order to the batter who hit out of turn (three males in sequence). two males were up before the female was supposed to hit, and two males after because we continued with the order from that spot. what do we do now, four males in a row are up because female missed at bat. |

At a game on August 7, 2011, my team-mates and I felt that I had clearly beaten a throw to home plate. When the umpire called me out, I aksed him why, and he stated that I hadn''t "planted my foot" before the throw reached home plate. In other words, I assume that he meant that I crossed the safety line in advance of the throw, but my foot had not touched the ground. What is the official rule regarding this? I thought that the criteria for reaching home was "crossing" the safety line, regardless of whether or not any part of your body is touching the ground. |
The umpires call was correct. The base runner is deemed safe when he/she has placed one foot on the ground on or over the line prior to a member of the defensive team touching home plate with control of the ball. |

Can an outfielder throw someone out on first? |
Yes, an outfielder may throw to any base to achieve an out. |

5th Inning, bases loaded, 2 out, 6th run on 3rd, batter hits a home run. Batter goes down first base line until 6th run crosses the plate then he goes to the bench. He never touches 1st base. Defensive 2nd baseman and catcher note this to the umpire who says they cannot make a call because this is an appeal play and some of the defense had left the field.
I suggested that because the batter went off the base path, he was out and the inning over with the 6th run then stranded. Umpire disagreed, allowed the play to stand and said they would check with someone.
The impact - we lost by 21 runs instead of 20

Since it was an over the fence home run and no force out can happen (because the ball is out of play) and since the runner crossed the plate prior to the batter leaving the field the run counts.
If the batter had entered the dugout prior to the run scoring he would be out and the run wouldn''t count. |

Im the pitcher and I have a leg injury. Am I allowed to pitch and not bat pending on how my leg feels. Say one game it feels good I pitch and bat and next game it hurts am I allow off the batting order ad not bat at all for that game. |
No. The GSL requires that anyone who is playing in the field is also in the batting order. Likewise everyone in the batting order must play at least once in the field. |

Fly ball goes off the center fielder and without touching the ground the ball is caught by the left fielder. Do the runners have to tag up after the legal catch assuming they are off the base waiting to see if the ball is caught? |
If the runner is in contact with the bag when the initial touch of the ball occurs, they may leave before the final catch is made. |

Rule 7.2 a-c
Batting out of order is an appeal play, which may be made by the defensive team only.
a. If the error is discovered while the incorrect batter is at bat, the correct batter takes his/her place and legally assumes any balls and strikes.
b. If the error is discovered AFTER the incorrect batter has batted, and before the next pitch to the following batter, the player who SHOULD have batted is out. Any advance or score made because of a batted ball by the improper batter''s advance to first base on a hit, error, or a base on balls shall be nullified. The nextr batter is the player whose name follows that of the player called out for failing to bat.
c. If the error is discovered after the first pitch to the next batter, the turn at bat of the incorrect batter is legal, all runs scored and bases run are legal and the next batter shall be the one whose name follows that of the incorrect batter. No one is called out for failure to bat. Players who have not batted and who have not been called out have lost their turn at bat until reached again in the regular order. -- Ron

Batter steps into the batters box and is prepared to swing at a pitch, with an illegal bat (Freak 100). No pitches thrown. However fielding team stops game and our pitcher walks to the plate and explains that this is an illegal bat to the umpire. Is batter out and ejected or what is the official call. |

Just want some clarification as we have been told different answers by different umps. If a girl is at bat and hits to the outfield is the outfielder allowed to throw them out at first or is there no play allowed??

There is no rule in either NSA or Georgetown Slo-Pitch that makes such a play illegal. An outfield may throw to any base to achieve an out. |

Yes. The rule is this is a Ground Rule Single, all runners advance one base regardless of whether or not a force is in effect. -- Ron |

2 out, runners on 2nd and 3rd. The batter hits a ball to the outfield, both runners score, but the batter/runner misses 1st base on his way to 2nd. The defense appeals the missed base at first and the umpire calls the batter out for the third out. Do the two runs count?

The two runs DON''T count because the batter runner never attained 1st base therefore it is still a force play. Had the batter/runner missed 2nd base on his way to 3rd and the missed 2nd base was appealled the runs would count. |
